Speed decides this, not machine size. Treated within minutes, urine is still in the carpet fibers and an extractor removes most of it. Left overnight, it has passed through the backing into the underlay and possibly the subfloor, and no surface machine reaches that. This is a limit of the category, not of any model.
Where the liquid actually goes
Carpet is a system, not a surface: face fibers, a primary backing, adhesive, a secondary backing, then underlay, then subfloor. Liquid moves down through all of it under gravity, and the only thing slowing it is time.
An extractor sprays solution into the face fibers, agitates, and vacuums back. Its reach is the fibers and, with a good machine and repeated passes, some of the backing. It does not reach the underlay. That is not a criticism of any machine on this site — it is what a surface extractor is.
Which is why the same accident produces two completely different outcomes depending on when you find it. Fresh: mostly in the fibers, and a portable extractor removes it. Overnight: through to the underlay, where a machine passing over the top can only remove what has wicked back up.
What the published tools and formulas do
Extraction removes the liquid it can reach. This is the only mechanism that removes anything, and it is what the machine is for.
Enzyme and oxy formulas. Bissell publishes Pet Pro Oxy Urine Eliminator, described as removing pet stains and eliminating odors including cat urine, with StainProtect to resist future stains. Shark publishes that the CarpetXpert traps and removes odors including pet urine rather than masking them. These are formula claims from the manufacturers.
Pre-treatment. Bissell's CleanShot pre-treater on the ProHeat 3588F applies concentrated formula to a spot before the main pass. Hoover's Spot Chaser wand on the SmartWash Pet does the same job as a detachable tool.
Self-rinsing tools. Bissell's HydroRinse and Hoover's hose rinse flush the machine afterwards. On urine specifically this is not optional — organic material left in a hose is exactly how a machine starts to smell worse than the carpet did.
When no machine is going to fix it
There is a point past which this is not a cleaning problem, and pretending otherwise wastes people's money. If a smell persists after thorough extraction, or returns in humid weather, or is strongest at floor level near the edge of the room, the liquid is very likely below the carpet.
At that point the options are lifting the carpet to treat or replace the underlay, sealing the subfloor, or replacing that section — none of which is something an extractor does. Buying a more expensive carpet cleaner will not change this, and any page that suggests it will is selling you something.
We would rather tell you that than sell you a machine that cannot solve your problem.

The practical setup
Keep a portable extractor where you can reach it in a minute. Not in the garage. The whole value is deployment speed.
Blot first, extract second. Removing standing liquid before you add more is basic and gets skipped constantly.
Use the manufacturer's pet formula. Every machine here is designed around a specific low-foaming solution, and foam interferes with recovery.
Rinse the machine afterwards, using the self-rinse tool if it has one. Every portable on this site publishes one.
Do the whole floor periodically, with a rental or a full-size machine. Spot cleaning leaves a visibly clean patch on a dirty carpet.
What we cannot tell you
How well any formula neutralizes a specific odor. Those are manufacturers' claims and we report them as such — we have not tested any of them, and we have no way to. What we can state with confidence is mechanical: an extractor removes liquid from the depth it reaches, and the underlay is below that depth. That is a matter of published design rather than of testing.

Will a carpet cleaner remove pet urine?+−
From the carpet fibers, yes, if you get to it quickly. Once the liquid has passed through the backing into the underlay, no surface extractor reaches it — that is a limit of the category rather than of any particular machine.
