Bissell for tank capacity and self-cleaning tools. Hoover for brush count and warranty length. Bissell publishes a full gallon on three of its uprights against Hoover's half gallon on two of theirs. Hoover publishes five counter-rotating brushes on the PowerScrub and a five-year warranty on the SmartWash, both category-leading. Neither brand wins outright.
Where Bissell genuinely leads
Tank capacity. The TurboClean 3952, the TurboClean PET 3948 and the TurboClean Pet XL 3746 all publish a full gallon of clean tank. Hoover's PowerDash Pet and SmartWash Pet both publish half a gallon. That is double the water per trip to the sink, and on a whole floor it is the single biggest difference between the two brands.
Self-cleaning tools. Bissell publishes a 4-inch self-cleanout tool on the 3948 and the HydroRinse self-cleaning hose tool on the Little Green line. Hoover publishes a hose rinse tool on the CleanSlate Plus but not across its uprights. On a machine used for pet messes, the tool that flushes itself is what keeps the machine usable.
Formula ecosystem breadth. Bissell publishes Pro Max Clean + Protect, Pet Pro Oxy Urine Eliminator and the Little Green formula, and ships two formulas in the box with several machines. That is a genuine convenience — and a genuine lock-in, which cuts both ways.
Where Hoover genuinely leads
Brush count on the PowerScrub Deluxe. Five counter-rotating SpinScrub brushes attacking the pile from multiple angles, against Bissell's four-row DeepReach on the TurboClean line. Bissell's ProHeat 3588F answers with dual counter-rotating brushrolls, which is a different and arguably better approach, but on the mid-range machines Hoover has the brush advantage.
Warranty. Hoover publishes 2 years on the PowerScrub Deluxe and 5 years on the SmartWash Pet. Bissell does not publish a warranty length on any of the carpet cleaners on this site. On a machine full of pumps, seals and heaters, five years is a substantial thing to put in writing.
Auto Mix. Hoover publishes automatic solution metering on both the PowerScrub Deluxe and the SmartWash Pet. It removes the guesswork that otherwise wastes formula and leaves residue in the carpet — a small feature that saves money on the exact consumable that costs the most.
Automatic operation. The SmartWash Pet's motion-sensing design — push forward to clean, pull back to dry, no trigger to hold — is genuinely easier over a whole room, and Bissell publishes nothing equivalent.
